A lot people argue that statements like this in the New Testament are culturally conditioned, but I think Paul is putting forward a timeless principle, because he points to the objective facts of the order of creation. Men and women are equally created in the image of God (Gen. 1:26), but have distinct roles, and men are designed toward leadership. From the passage it’s clear that women are not to teach men or be in authority over men. Over women and children, women may certainly teach and have authority. I’ve also been a part of co-ed Bible studies where a male-female partnership leads. This seems to accord with the principle of male leadership when within the partnership, the man leads out.
